A woman in Oregon places a call to 911. Her boyfriend is trying to break in to her house. She is told that there are no officers that can respond to this call. In the end, she will be beaten & raped by the man. In Josephine County there has been a shortage of law enforcement officers due to budget shortfalls. When you cannot call for help it's bad enough, but in this case the woman also received no sympathy from the very people she phoned for help. Is there a duty to protect citizens? This case is a bit shocking and may surprise some of you.
